CPPSEC 3111 Restrain persons using handcuffs
This unit specifies the skills and knowledge required to restrain persons using handcuffs. It includes:
It applies to people working independently or under limited supervision as members of a security team.
This unit forms part of the licensing requirements for people engaged in security operations in NSW where these are regulated activities.
Security Officers can obtain a permit from the Commissioner of the NSW Police to carry a baton &/or handcuffs whilst on duty. In order to be granted a permit the Security Officer must provide evidence of the need to carry the baton and/or handcuffs, as well as evidence of Training to carry and use either. From the NSW Police website such need may include:
A security guard holding a class 1A, 1D, or 1F licence issued for patrolling, protecting, watching or guarding any property by physical means or by electronic means including but not limited to, in any one or more of the following circumstances:
- identifying and assessing the need to use handcuffs, confirming personal safety needs including personal protective equipment (PPE) and monitoring and observing the subject to approach allowing a safe defensive distance
- applying handcuffs using appropriate pressure, checking that they are locked and can be unlocked, and minimising physical contact and humiliation or indignity that may be suffered by the subject
- using communication to give directions and warnings, and removing handcuffs in a manner that maintains control of the subject.

- Patrolling, protecting, watching or guarding cash (cash in transit) or other valuables
- Patrolling, protecting, watching or guarding an airport or other infrastructure.
Entry requirementsWe require all candidates to hold a current Class 1A NSW Security Licence which must be produced upon enrolment.

DetailsThe course duration is 6 hours.
Assessment is a combination of practical demonstrations and techniques involving Batons and Handcuffs and a written theory test. This unit is trained and assessed with CPPSEC3110 Control persons using batons. $300 per student payable at enrolment. |
What to bring on the dayUSI Number
Current Security Class 1A Licence (at minimum) Students must present in neat, clean and tidy clothing with closed shoes. Attention must be maintained to personal hygiene, especially throughout the practical components. Please note that enclosed footwear is essential. |
